Making Amends doesn't just mean saying you're sorry.

Amends are changes. If you only say you're sorry, and do the same act again, you have not made amends. How many times did you say you were sorry when you were using and then go back and use again? Saying you're sorry may be the beginning of an amends. But saying sorry means little (and may actually hurt the other person more) unless you change. The 9th step (the amends step) is put after the removal of character defects step (step 7) so that your character defects won't make it impossible for you to make amends.

Remember to work the steps in order. Remember you need to have your shortcomings removed before you can truly make amends because amends means changes not just expressions of regret.
